Protection of US Non-Governmental Organizations in Egypt under the Egypt - US Bilateral Investment Treaty

In 2011, armed personnel of the Egyptian government detained employees and seized documents and computers from several NGOs. This paper considers the actions of the Egyptian government in light of the Egypt - US bilateral investment treaty. English

Civil society in the Middle East and North Africa (MENA) faces a unique set of challenges. In response to political instability and recurring challenges to the status quo, some MENA governments have moved to close civic space and impose greater control over civil society organizations. Other MENA countries face ongoing security and humanitarian crises, amidst which civil society struggles to fill governance gaps and provide needed services. As historical changes continue to sweep the region, civil society can play a critical role in shaping a stable, prosperous future. An enabling and supportive legal environment is crucial, however, in order for civil society organizations to reach their true potential as partners in development.

ICNL has had the privilege of working with civil society leaders, government officials, lawyers, academics, and others in thirteen members of the League of Arab States. We are currently active in Iraq, Jordan, Lebanon, Morocco, Palestine, and Tunisia.
